Penman Engineering

Dumfries engineering firm trading since 1859, originally a builder of horse-drawn coaches, which became one of Britain's specialist makers of armoured and military vehicles, bodies and trailers. It absorbed Hotspur Armoured Products as a division in 1986, inheriting the 6x6 Hotspur Hussar Land Rover APC, and collapsed in 2020.

History

Penman traces its trading history in Dumfries to 1859, when it built horse-drawn coaches. Over more than a century and a half it moved through commercial coachbuilding into specialist and defence work at a large secure site in south-west Scotland, building military vehicle bodies and lightweight military trailers for the Ministry of Defence, armour-plated trucks and utility vehicles used in war zones, armoured limousines and protected vehicles for diplomats and officials, explosive ordnance disposal and emergency vehicles, cash-in-transit bodies, and customised commercial vehicles for civilian fleet customers.

In August 1986 Hotspur Armoured Products became a division of Penman Engineering Limited, bringing with it the Welsh firm's range of armoured Land Rovers — most notably the Hussar, a 6x6 armoured personnel carrier on a lengthened and strengthened Land Rover One Ten chassis with a third powered axle, which Penman was still demonstrating at Dumfries in June 1989. Penman's own Land Rover work continued into the modern era with the Penman Armoured Land Rover Mark 4, a public-order vehicle on the Defender 110 Puma chassis, of which about thirty were built from 2012 for the Police Service of Northern Ireland alongside the competing Ovik Pangolin.

The end came in two stages. Penman Engineering was rescued from a first administration around 2017 by the Hull commercial vehicle builder Martin Williams, then entered administration again on 15 January 2020, with KPMG appointed and 44 of its 61 staff made redundant. In February 2020 the business was bought out of administration by Martin Williams as Penman MW Limited, saving sixteen jobs. That reprieve did not last: Penman Engineering Limited (SC084160) was dissolved on 29 October 2020 and Penman Engineering Holdings Limited on 10 November 2020, followed by Penman MW Limited on 7 August 2021 and Penman MW Special Vehicles Limited on 14 June 2022. No Penman vehicle-building company remains on the register.
